Creekside Concert at Browning Park on July 31

The final Creekside Concert, presented by The Friends of Bowker Creek Society and Tune Your Ride, will occur on Friday, July 31 within the CCA at Browning Park.

The concert area will be cordoned off to cap the attendance at 50. However, you are welcome to attend, bring a picnic dinner and enjoy the concert from outside the cordoned area. There is plenty of room to maintain BC Health physical distancing requirements. 

Free tickets to the third Creekside Concert are currently fully booked. There is a waiting list at the Evenbrite link where you can reserve a spot on the waiting list for tickets. 

You may also enjoy this third and final concert in the summer series via the livestream of the concert.

3281 Cedar Hill Road: CCA Does NOT Support Application as Proposed

The CCA has submitted a review of the development plans presented by Large and Co. for the subject addresses. The proposal may be examined on the Saanich website on this page; search for the street address number. Specific documents provided by the developer may be viewed using these links:

The Saanich Director of Planning on April 14, 2020, recommended the application be approved by Council. A petition from residents forwarded by the CCA at that time was summarized as: “Primary concerns stated in the petition are related to the opposed density and increased traffic on Cedar Hill Road.”

As the CCA letter notes,

The concerns raised by the community are regarding compatibility to the neighbourhood, privacy, and particularly the impact of the retaining walls. The Planners and the Advisory Design Panel reports include the following comments:

 Construction of the retaining walls has the potential to create an unfriendly interface with the adjacent properties and impact trees located close to the proposed wall.

 Construction of the retaining walls has the potential to impact trees on the adjacent properties.

 Leveling of the lot takes away from the neighbourhood esthetics.

The CCA letter concludes

We request Council to either reject the project as presented or request the applicant to redesign the application to address the impacts as suggested.

The Camosun Community Association supports the site as a suitable infill location. But does not support the application as proposed.

The CCA does not support the development plans as presented. The CCA is concerned that the development as proposed does not conform to the spirit or the letter of the Shelbourne Valley Action Plan.

The CCA welcomes projects that respect the SVAP. This application will be the first project on the Shelbourne Corridor. It is important that is done right as it will set the tone for the future. Saanich residents and Saanich Council spent nine years working on a vision for the Shelbourne Valley. It was approved in 2018. The northern part of Shelbourne Street is well under way developing the vision of the plan.

Does this proposal meet the bar or surpass the vision of the Shelbourne Valley Action Plan? The CCA would state that it does not, and it is not in support of the application proceeding in its current form.

Notice of Pubic Hearing for June 16, 2020

Saanich has notified us of a public hearing on June 16 at which these development applications will be discussed:

  • 3200 Linwood Avenue
  • 4595 Cordova Bay Road
  • 3281 Cedar Hill Road (view the CCA’s submission on this)
  • Non-medical Cannabis Retail Store at 3440 Saanich Road

This Public Hearing is to be convened by electronic means as authorized by Ministerial Order No. M139, “Local Government Meetings and Bylaw Process (COVID-19) Order No. 2”.

3281 Cedar Hill Rd.: Not Yet Ready

The CCA has submitted to Saanich council a report on our examination of the rezoning and development permit application for the property at 3281 Cedar Hill Road.

Development at this location is supportable however in its current form it is not due to its impact on the existing neighbourhood.

The project is incomplete and not ready to go forward at this time.

The COVID-19 pandemic presents a challenge to Saanich council holding open and public meetings on such development projects, not just this one. The CCA, however, maintains that these open and public meetings must still take place to ensure the best and fairest outcome for the developer and the community.

3281 Cedar Hill Rd.: Rezoning and Variance Permit Application

The report from the Director of Planning for the Rezoning and Development Variance Permit Application for 3281 Cedar Hill Road will be considered by Saanich Council at a Special Council meeting to be held on Monday, May 4, 2020, in Council Chambers, Saanich Municipal Hall, 770 Vernon Avenue, commencing at 7:00 p.m. 

Please note that due to the current COVID-19 pandemic, Saanich Municipal Hall is closed to the public. As per the Order of the Minister of Public Safety and Solicitor General, Emergency Program Act, Ministerial Order No. M083, public attendance at the meeting is not required. 

Public input for the Special Council meeting will be accepted via mail or email at council@saanich.ca. Written correspondence received up to 12:00 p.m. on Monday, May 4, 2020 will be copied to Council for their consideration. All correspondence submitted to the District of Saanich in response to their notification of meeting, will form part of the public record.

Shelbourne Community Kitchen: Call to Action!

The CCA is a founding member of the Shelbourne Community Kitchen, whose “…focus is to provide healthy food to those who need it in a supportive community setting.” No surprise to anyone, the COVID-19 pandemic and government imposed or advised restrictions have altered the way in which the Shelbourne Community Kitchen’s services may be accessed and delivered.

As a result, the Shelbourne Community Kitchen has launched an online appeal for monetary donations.

Please consider donating to the COVID-19 Urgent Food Support Fund today, so that the Shelbourne Community Kitchen may continue to provide much needed food distribution and support to our most vulnerable community members.
